Türksat: E-Signature and Document Management for Government Platforms

Government records systems face a demand most platforms never do: a document signed today has to still be provably authentic years from now, to people who were not present when it was signed. Everything underneath that requirement is shaped by it.

At Türksat, Turkey's state satellite and cable operator, we worked on Belgenet — its electronic document management system for public institutions — and the e-signature layer beneath it, between 2010 and 2013.

What we built

• Electronic document management at enterprise scale, for public bodies whose records carry legal weight

• ETSI-compliant digital signatures, so a signature remains verifiable independently of the software that produced it

• PKCS#11 smart card authentication, binding identity to a physical token rather than a password

• Security and scale treated as one problem rather than two, across a large government user base

Outcome: signing and records infrastructure that public institutions could stand behind legally, not just operationally. The discipline it required — provable identity, verification that outlives the system, no shortcuts through the security boundary — is the same discipline that regulated fintech and public sector cloud work still runs on.
